USA Surfing Lands Major Investment to Power Olympic Pipeline Ahead of LA28

Kamaka Responsible Development and Resin Services seed an endowment to continue momentum of Olympic success and kick start new partnerships to ensure financial stability

San Clemente, Calif. (June 25, 2025)—A multi-million-dollar investment from Kamaka Responsible Development and Resin Services is giving USA Surfing the fuel it needs to continue momentum of Olympic success in LA28—and strengthen its bid to be re-certified as the sport’s official U.S. governing body. The alliance launches a multi-year, multi-million dollar endowment and is recruiting additional investors committed to ensuring American surfing receives the authentic stewardship and high-performance support it needs to thrive on the world’s biggest stage.

This strategic investment strengthens USA Surfing’s case for National Governing Body (NGB) recertification—demonstrating financial viability, community trust, and a track record of global success. Despite operating without USOPC funding for several years, USA Surfing has consistently delivered ISA medals, developed national team talent, and hosted premier competitions.

“USA Surfing is doing the work. They’ve earned the trust of athletes and the surf community and are deeply committed to our sport and community,” said Kipling Sheppard, CEO of Kamaka and Resin Services. “They’ve built a proven pathway—developing ISA and Olympic gold medalists—and they’re dedicated stewards of both performance and community. This alliance will strengthen that foundation and extend its reach.”

The investor alliance joins a groundswell of support for USA Surfing including public support from the International Surfing Association (ISA), World Surf League (WSL), U.S. Board Riders Clubs, Surf Industry Members Association (SIMA), 2021 and 2024 Olympic teammates, WSL Rookies of the Year, and rising stars across the ISA family of surf disciplines.

Today’s investment announcement coincides with the 2025 USA Surfing Championship at Lower Trestles (watch here)—site of the LA28 Olympic surf event and home to USA Surfing’s training hub. The championship features hundreds of the country’s top, rising surf talent, who qualified to compete at Lower Trestles from both coasts and Hawaii. The athletes competing at Trestles this week are some of those, along with para surfers, longboarders, SUP surf, SUP and prone race athletes, who will benefit from the alliance’s multi-year investment, which infuses USA Surfing with financial strength, infrastructure, and vision going into LA28 and beyond. Past USA Surfing Championship winners including Caroline Marks, Griffin Colapinto, and Caity Simmers have gone on to surf for the US in the Summer Olympic Games.

Unlocking Opportunity at Surfing’s Olympic Epicenter

Lower Trestles is not only the home of surfing at the 2028 Summer Olympic Games, but also the heart of USA Surfing’s development pipeline that has supported America’s top surf talents including:

  • Caroline Marks, 2024 Olympic Gold Medalist and record-holder for USA Surfing Championship wins
  • Carissa Moore, 2021 Olympic Gold Medalist and five-time WSL World Champion
  • Caity Simmers, 2024 WSL World Champion and Olympian
  • Crosby Colapinto and Sawyer Lindblad, 2024 WSL Rookies of the Year
  • Griffin Colapinto, Gabriela Bryan, Lakey Peterson, Cole Houshmand, Jake Marshall, Bella Kenworthy, and more

Olympic Surfing Is Growing—USA Surfing Is Ready

With surfing now permanently part of the Olympic program, and longboard, para surfing, and SUP racing under consideration for future Olympic and Paralympic Games, USA Surfing’s high-performance plan is designed to support athletes across all surf disciplines.

“This is a defining moment for American surfing,”  said Becky Fleischauer, CEO of USA Surfing. “Kamaka’s investment propels long-term support for our surfers and sport—high-performance resources, community impact, and Olympic momentum. Kamaka Responsible Development and Resin Services are mission-aligned investors who understand surfing’s power—not just as a sport, but as a culture and community. Rooted in the San Clemente surf community and connected to surfing’s heritage in Hawaii, they’ve taken the lead to ensure the full surf community benefits from the global spotlight of LA28.”

National Footprint, World-Class Infrastructure

As part of the alliance, Kamaka is developing a state-of-the-art wave pool, offering year-round, elite-level conditions to help athletes prepare for ISA and Olympic competition. Kamaka is also deeply rooted in Hawaii, where it invests in affordable housing and education, including a construction and facilities management degree program at BYU Hawaii.

Resin Services, a leading surfboard design and manufacturing company based in San Juan Capistrano with deep ties to Hawaii, is expanding its support of surfing’s development pipeline.

“Our involvement with USA Surfing over the last year and a half has given us the opportunity to see their deep commitment to surfers firsthand,” said Bennett Sheppard, COO of Resin Services. “We see the good they’re doing, how much they care, and the trust they’ve built. We want to help that grow exponentially.”

Resin previously backed the 2024 ISA World Junior Championship coaching staff, the 2025 ISA World Longboard team, and the recent USA Surfing Championship in Oceanside.

“The USOPC gave us a benchmark of around one million in revenue to demonstrate financial stability. Today’s commitment from the investor alliance exceeds that, with more enthusiastic investor interest ready to join the alliance and ensure that our sport is represented by surfers. Additionally, if USA Surfing is recertified as the NGB, we would have access to the USOPC high-performance training funds to further support athlete development.” Fleischauer said. “This investment is more than a financial milestone—it’s a declaration of confidence in the future of surfing, and those who know it best.”
